How to size inline static mixer w/ flow demand ranges from 3 to 90 gpm for 10% soda ash on well water w/pH of 6.4?

This is for a large church in West Linn, Oregon that is on a well with acidic water that is causing corrosion on copper piping. Demand varies widely with the peaks only occurring for small time slots - mostly between services.
Need to know how to size and plumb static mixers inline to get proper mixing of 10% soda ash solution being injected into flow via peristaltic pump(s). Water demand can change drastically from one sink to rows of flushometer toilet stalls. :)
3" line from pump to pump house; 3" inline cycle stop valve; two 119-gallon pressure tanks; piping necks down to 2" going through a commercial water softener in pump house building - then back up to 3" line as it heads for main facility..
