Thank you for contacting us regarding the Filter Cartridge Refillable Activated Carbon Cartridge 4.5" x 20". Yes, these refillable carbon cartridges do include foam pads inside. Unfortunately, we do not sell the foam pads separately. However, we offer empty replacement refillable cartridges that come with the foam pads. See our link below.
